Mark holds a Master of Social Welfare Degree from the University of California (Berkeley Campus) with the Child Welfare emphasis and a Ph.D. from Utah State University in Special Education with an Instructional Technology minor. He has 42 years of experience in both public and private non profit child welfare and child psychiatric treatment (in-patient and community based) programs. Dr. Hopper served as the Executive Director, CEO and President of two child and adolescent treatment facilities both of which were accredited by the Joint Commission on Health Care Facilities (JCAHO). He organized and administered three highly successful special education programs (Lewiston and Nampa Idaho & San Diego, California) creating a curriculum and accountability system that was recognized as a national model by the Law Enforcement Planning Commission and the Office of Juvenile Justice and Delinquency Prevention (OJJDP). Drawing on his training in instructional technology, he has had extensive experience in developing validated training programs and training protocols for child welfare professionals and teachers of students with severe emotional and/or behavioral disorders.
He is currently the owner of a business and also a co-founder and vice-president in the consulting firm of Henderson, Hopper and Associates, LLC which specializes in assisting businesses, educational institutions, and human service organizations in such areas as strategic planning, systems design, training and the design and implementation of customized models of accountability and quality improvement.
