The planning processes used are determined by the entity being served.  The broad array of methods used are determined by the needs and desires of the entity served. Generally the planning is accomplished through organizational retreats, meetings, group discussions, Structured internal and external environmental analysis creative idea getting and critical thinking exercises and other methods over a period of time.  The process typically entails identification of the organizational vision, mission, desired and expected outcomes, analysis of how the current system meets the anticipated outcomes, and results in the development of an effective step by step plan with benchmarks to assist in meeting the long range goals.
